Description

This institutional capacity assessment was conducted under the Haiti Municipal Development and Urban Resilience Project (MDUR), financed by the World Bank. The objective was to evaluate the technical, administrative, and financial capacities of targeted municipal administrations and their ability to deliver basic services, manage urban development, and respond to local governance challenges. JESCA Solutions was tasked with identifying institutional strengths and gaps, assessing the operational performance of local governments, and generating evidence-based recommendations to strengthen municipal governance and improve service delivery across participating communes.

Activities

• Conducted a comprehensive institutional diagnostic covering human resources, financial management, service delivery, planning, infrastructure maintenance, and citizen engagement
• Designed survey tools and interview guides adapted to local governance frameworks and data availability
• Organized and facilitated structured interviews and data collection with officials from 16 communes and relevant central agencies involved in municipal oversight and support
• Conducted focus group discussions with local stakeholders, including civil society representatives, to assess perceptions of municipal performance and accountability
• Carried out document reviews and on-site observations in municipal offices to verify the existence and functionality of core systems such as budgeting, procurement, archives, and technical services
• Analyzed quantitative and qualitative findings to produce a detailed assessment report including institutional profiles, performance benchmarks, and strategic recommendations for capacity building
