Rudolph P. Saint Jean, MBA, MIS, PMP

Managing Partner and Data Technology Lead

Rudolph Saint Jean is the Managing Director of JESCA Solutions LLC, where he leads a portfolio of high-impact initiatives at the intersection of digital transformation, data governance, and sustainable development. With over two decades of experience spanning public and private sectors, Rudolph brings deep technical and strategic expertise in project leadership, digital technology, and humanitarian innovation. He has managed and advised on programs for major donors including USAID, MCC, World Bank, and UNDP, delivering results in over a dozen countries across Africa, Latin America, and the Caribbean.

As JESCA’s principal technical lead, Rudolph has spearheaded efforts to design and implement digital public infrastructure, geospatial data systems, and adaptive MEL frameworks for complex development and governance challenges. His cross-sectoral background includes roles in international consulting, U.S. federal government benchmarking (GSA), and enterprise systems deployment for public financial management. A champion of localization and inclusive digital ecosystems, Rudolph has helped governments and civil society harness data for climate resilience, service delivery, and policy reform.

Rudolph holds an MBA from UNC-Chapel Hill and an MSc in Information Systems from Pace University. He is a certified PMP and recognized for his leadership in bridging technology and impact across global development platforms.
