Castelline Tilus

Digital Transformation Strategist

Castelline Tilus is a digital transformation strategist and international development professional whose work bridges data innovation, institutional capacity building, and inclusive technology adoption. With over eight years of experience working at the nexus of workforce modernization and data strategy, she has designed and led multi-sectoral programs to upskill emerging professionals, advise public institutions, and scale inclusive digital infrastructures. Her career spans engagements with national governments, international organizations, and regional stakeholders, particularly across the Caribbean and Sub-Saharan Africa.

Tilus earned her BA in International Relations from Stanford University and an MA in International Policy and Development from the Middlebury Institute of International Studies, where she also earned a certificate in program design and innovation. Her early work focused on human rights research in Latin America and the Caribbean with the U.S. Department of State, and later expanded into data analytics and civic technology through roles with BlueLabs Analytics and Northern Illinois University. She has developed expertise in using both qualitative and quantitative methods to inform evidence-based policy and program design.

Her approach to digital governance is rooted in data ethics, participatory learning, and global best practices in AI and e-administration. As Co-Founder of Ayiti Analytics, she designed a data science training program in Haiti that achieved a 92% job placement rate and secured industry partnerships across the region. She later led thematic research on data and statistics at the Sustainable Development Solutions Network, where she managed large-scale projects focused on financial inclusion for women and the strategic use of national census data. As Founder and CEO of AKADEMI, she has most recently launched Haiti’s first government-sponsored digital talent bootcamp, developing an adaptive curriculum in partnership with national ministries and economic agencies.

Tilus is recognized for her leadership in strategic planning, institutional reform, and data systems modernization. She has authored more than a dozen reports on sustainable development, worked with datasets spanning over 30,000 individuals across 42 countries, and facilitated training for hundreds of officials and civil society actors. Fluent in English, French, and Haitian Creole, she brings a cross-cultural lens to every initiative and is committed to creating equitable digital futures through collaborative design and innovation.
