Description

This consultation was conducted to support the municipality of Corail in the development or revision of its Communal Development Plan (Plan de Développement Communal, PDC). The objective was to equip the town hall with a strategic planning framework that reflects local needs, mobilizes available resources, and guides sustainable territorial development. JESCA Solutions led a participatory, multi-sectoral process that combined community engagement with technical analysis to define development priorities and structure them into actionable programs.

 

Activities

  • Conducted a diagnostic of community needs and mapped municipal resources to assess the baseline for development planning
  • Facilitated the formulation of a shared local development vision and identified key strategic sectors such as infrastructure, environment, economy, and social services
  • Led participatory consultations with local authorities, community organizations, and residents to define and prioritize development programs and sub-programs
  • Supported inter-institutional and intersectoral coordination to align municipal development objectives with departmental and national frameworks
  • Promoted territorial cohesion and community ownership by establishing local mechanisms for stakeholder dialogue and accountability
  • Proposed a framework for monitoring and implementation, including performance indicators, institutional roles, and capacity-building recommendations for municipal actors
