Description

JESCA Solutions implements a satisfaction mid-term evaluation study to support the Municipal Development and Urban Resilience Project, a World Bank-funded initiative designed to enhance resilience, reduce flooding, and improve municipal service delivery across six municipalities in the Cap-Haïtien metropolitan area. The study establishes a benchmark for the project’s impact indicator: the percentage of beneficiaries satisfied with municipal services and project interventions. It captures both factual and perceptual data to assess access to public services, transparency in municipal governance, citizen participation mechanisms, and satisfaction with urban improvements aligned with the project’s objective to strengthen municipal capacities and urban resilience. 


Activities

  • Designed survey methodology and instruments, and programmed data collection tools using Computer-Assisted Personal Interviewing (CAPI) aligned with the project’s Results Framework
  • Trained field teams on ethical interviewing, CAPI execution, and context-sensitive engagement
  • Conducted 960 household interviews across the six target municipalities, ensuring stratified sampling to represent key urban and peri-urban zones
  • Administered structured questionnaires focused on citizen satisfaction, access to services, understanding of municipal transparency (budget, expenditures, audits), and engagement in local governance processes (e.g., public meetings, CASECs, NGO initiatives)
  • Conducted eight focus group discussions with municipal officials, community leaders, and residents to supplement survey data with qualitative insights
  • Implemented a robust data quality control regime, including field supervision, spot-checks, consistency reviews, and daily validation procedures
  • Analyzed quantitative and qualitative data to generate insights relevant to urban infrastructure improvements, flood resilience, governance transparency, and citizen satisfaction
  • Delivered a comprehensive baseline report and user-accessible dashboard to monitor the key impact indicator, support stakeholder engagement, and inform mid-term and end-of-project evaluations
