Description

This assignment supported the municipality of Les Irois in the development of its Communal Development Plan (Plan de Développement Communal, PDC). The consultation aimed to strengthen the strategic planning capacity of the municipality through an inclusive, participatory, and evidence-based process. The plan serves as a roadmap for territorial development, aligning local priorities with available resources and national frameworks. JESCA Solutions led the process to assess infrastructure and environmental needs, identify economic and private sector potential, strengthen institutional capacity, and propose actionable development programs supported by a clear implementation strategy.


Activities

  • Conducted an extensive household and institutional survey to assess local needs, perceptions, and baseline development conditions across sectors
  • Conducted a diagnostic of physical infrastructure, natural resource management, environmental risks, and territorial constraints
  • Assessed the local economy and private sector development potential, including agriculture, services, and small enterprise opportunities
  • Evaluated the provision and gaps in social services including health, education, water, sanitation, and cultural assets
  • Facilitated participatory consultations to define a shared development vision, identify key sectors for intervention, and prioritize programs and sub-programs
  • Supported inter-institutional and intersectoral coordination to ensure alignment with departmental and national policies
  • Designed a strategic plan for implementation including resource mobilization, performance monitoring, and institutional arrangements for follow-up
  • Provided recommendations to build local institutional capacity for planning, service delivery, and multi-stakeholder coordination
