Description This institutional capacity assessment was conducted under the Haiti Municipal Development and Urban Resilience Project (MDUR), financed by the World Bank. The objective was to evaluate the technical, administrative, and financial capacities of targeted municipal administrations and their ability to deliver basic services, manage urban development, and respond to local governance challenges. JESCA Solutions was tasked with identifying institutional strengths and gaps, assessing the operational performance of local governments, and generating evidence-based recommendations to strengthen municipal governance and improve service delivery across participating communes.
