Description

This contract concerns the development of a National Housing Recovery and Resilience Framework for Haiti, mandated by the Ministry of the Interior and Local Authorities (UCP/MICT) with the support of the World Bank. The objective is to provide the country with a strategic and operational framework to guide post-disaster reconstruction interventions and to strengthen the resilience of the housing sector in the medium and long term. The project aims to integrate the dimensions of risk reduction, sustainability, social equity, and governance into housing policies, in line with existing frameworks such as the National Housing and Habitat Policy (NMCP), the disaster risk management policy, and the country’s climate commitments.

Activities


JESCA provides technical direction for the mission, by carrying out the analysis, consultation, and formulation of recommendations through the following stages:

  • Conducting an in-depth literature review of policies, institutional tools, and projects related to housing and resilience
  • Conducting an analysis of the constraints affecting the production of resilient housing, both in urban and rural areas
  • Identification and analysis of representative projects implemented by the State, donors, NGOs, or households over the last decade
  • Targeted consultations with public, private, community, and technical actors to map existing operational mechanisms
  • Identification of bottlenecks hindering private investment in mass, quality, and resilient housing, including rental markets for low-income households
  • Assessment of opportunities for private sector participation in the development of a local housing construction supply chain, from raw material extraction (mining) to final construction
  • Formulation of a set of strategic and operational recommendations, including objectives, monitoring indicators, institutional reform options, and implementation modalities
  • Preparation of structured deliverables: detailed reports, policy summary sheets, monitoring indicators, and PowerPoint presentations in both French and English for Haitian authorities and international partners
